La Frontera Utility Summary

Fiber and Telecom

FIBER CONNECTIVITY: At La Frontera, Grande Communications® offers direct fiber connectivity from each tract on site through a variety of options. The site includes an underground 96-fiber, redundant, self-healing fiber ring (upgrade capabilities) that interconnects to Grande's metro and multi-city SONET fiber network. Through its deep fiber network, Grande offers high-speed data/Internet, all voice, and 300 channel CATV services. Grande's central office (DMS 500) is located within the La Frontera development for direct access to all sites in the development. Copper cabling is also available in La Frontera via the Grande network. More information can be located at www.grandecom.com.

CARRIERS: Through Grande Communications®, sites can take advantage of existing connections and interconnect with Grande's advance network (or to other carriers as may be required). Interconnectivity is available to most major fiber carriers.

SONET RING: Via Grande's Synchronous Optical Network (SONET) metro and long haul fiber Rings connectivity is provided to Abilene, Austin, Bryan, Corpus Christi, Dallas, Ft. Worth, Harlingen, Houston, Laredo, Little Rock, Longview, McAllen, Oklahoma City, San Angelo, San Antonio, San Marcos, Shreveport, Tulsa, Victoria and Waco.

SITE INFRASTRUCTURE: La Frontera features a unique infrastructure system that includes a joint trench design for maximum security of all "dry utilities (electric, telecom, cable, and gas). Three separate 12.5 KV feeds traverse the site and come underground from the South Round Rock Substation (which has two 28 MVA transformers) less than 1,000 feet from the site. These feeds are currently being upgraded to 25 KV feeds, with two 47 MVA transformers and total capacity of the substation of 188 MVA. Multiple 6" underground electrical conduits, multiple 4" telecom conduits, and other utilities share a layered, engineered trench system, which is encased in concrete to eliminate third-party disruptions or damage.

COMPETETIVE SERVICE TERRITORY: La Frontera is located outside the City of Austin Municipal service area, which means that users will benefit from the ability to choose and negotiate between competing service providers.

SITE INFRASTRUCTURE: La Frontera features a unique infrastructure system that includes a joint trench design for maximum security of all "dry" utilities (electric, telecom, cable, and gas). Multiple 6" underground electrical conduits, multiple 4" telecom conduits, and other utilities share a layered, engineered trench system, which is encased in concrete to eliminate third-party disruptions or damage.

PRIMARY ELECTRIC FEED: Three separate 12.5 KV feeds traverse the site and come underground from the South Round Rock Substation (which has two 28 MVA transformers) and is located less that 1,000 feet from the site. These feeds are currently being upgraded to 25 KV feeds, with two 47 MVA transformers and total capacity of the substation of 188 MVA. Backup power is available underground from either of two separate and independent transformers from the South Round Rock Substation.

REDUNDANCY AND DUAL SUBSTATIONS: Additionally, a second new substation (South East Round Rock) was completed in 2003 and is now on-line. It is located less than 1 mile east of La Frontera (adjacent to Dell) on Louis Henna Blvd (FM 1325). Service from multiple transformers and multiple substations provides the maximum redundancy for continuous, stable and uninterrupted power.

TXU TRANSMISSION SERVICE: The La Frontera site is currently serviced by TXU Gas and Electric. TXU Electric provides the "wires" (i.e. transmission) portion of the electric access. TXU is one of the largest investor-owned energy services companies in the world with assets of more than $40 billion.

COMPETETIVE SERVICE TERRITORY: La Frontera, however, is located outside the City of Austin's municipal service area, in an open and competitive territory, which means that users benefit from the ability to choose and negotiate among competing service providers for electric service.
